We are consolidating here the various licensing proposals that have been advanced in Phase II subcommittees The hope is everyone will read them and get a sense where the other fisheries are headed. These proposals do not come with consensus agreement among the fisheries or subcommittees, but have been put on the table for discussion and debate.
