Purpose: Develop a comprehensive funding strategy for priority activities relating to the Bay and its watershed.

Short-term Charges: Review and analyze the proposed Clean Water 2004 bond to ensure that the proposed initiative reflects the necessary requirements for abating water quality problems. Investigate models for environmental funding mechanisms and produce a report on the issue for the Commission.
